Policy: Handling of Papers from Authors in Embargoed Countries

This policy on handling papers from authors in embargoed countries is based on the ruling IEEE received from the United States Office of Foreign Assets Control (OFAC) in December 2004.

The following activities may be done:

  • authors residing in Iran, Cuba, and Sudan may submit their papers to IEEE
  • IEEE may send papers written by authors residing in Iran, Cuba, and Sudan to our member volunteers for peer review and comments or questions (no matter where they are located)
  • IEEE editors may collect the peer review comments and communicate those comments or questions on those papers to authors residing in Iran, Cuba, and Sudan
  • IEEE reviewers and IEEE editors (both volunteer and staff) may edit or otherwise revise papers written by authors residing in Iran, Cuba, and Sudan

IEEE is free to publish such papers once they pass peer review.
